BlockWaste includes six work packages all of which contribute to pinpointing factors and loopholes enabling IWT.



Script analysis of judiciary cases
WP 1 led by Polamk
The aim of WP 1 is to assess the modus operandi, routes and types of IWT. This is done by conducting crime script analysis of cross-border IWT cases in Finland, the Netherlands and Italy. As such, key similarities and differences in IWT in Northern, Southern and Western Europe are identified. Altogether 15 cases are selected for the analysis. The work package also aims to improve the script analysis as a tool for authorities in preventing and detecting IWT.
Crime proofing analysis of regulation
WP 2 led by Transcrime
The aim of WP 2 is to provide a crime proofing analysis of the EU regulation and national legislation of the three partner countries (Finland, Italy, the Netherlands) on waste trafficking. The crime proofing analysis is a scientific approach that aims to identify loopholes in the regulation/legislation that could generate criminal opportunities and a displacement effect of licit towards the illicit waste trafficking. The analysis will scan the EU regulation and national legislation on waste trafficking, as well as conduct interviews with experts in the field of IWT.
Estimation of revenues in illicit waste trafficking
WP 3 led by Transcrime
The aim of WP3 is to estimate the revenues of illicit waste trafficking in the 28 EU Member States to highlight the areas at higher risk and impact of IWT. This activity will be carried out by first of all scanning all the relevant and available data on the licit and illicit waste market. A methodology will be then developed that will be updated periodically, replicable to other countries and extended to other illicit markets. This methodology will first be tested in the three partner countries (Finland, Italy, the Netherlands) and then implemented in all the 28 EU Member States. The reliability of the estimate in each EU Member State will depend on the quantity, quality and level of updates of the available data.
Emerging threats in the waste sector
WP 4 led by Polamk
The aim of WP 4 is to identify emerging threats in the waste trafficking sector from society's point of view.  The goal is to provide authorities with advanced knowledge on the threats associated with the sector. It is essential to pinpoint other fields of criminal action attached to IWT now and in the future, such as corruption and money laundering. During the work package, a literature review will be conducted. The main data will be collected through a Delphi study with experts across Europe.

Practical cross-border cooperation
WP 5 led by Tilburg University
The aim of WP 5 is to assess the specific practical problems occurring in cross-border cooperation between law enforcement agencies in the EU and third countries as well as best practices. In addition, it aims to explore the possibilities of and barriers to multi-agency cooperation. During the work package interviews with law enforcement agencies and experts will be conducted. Empirical findings will be analysed in the context of existing legal and criminological literature.
Tailored dissemination 
WP 6 led by Polamk
The aim of WP 6 is to ensure effective and widespread dissemination of the project findings. In addition, the general understanding of IWT and its consequences will be increased. During the work package BlockWaste's presense online and in scientific/professional journals will be coordinated.
